1.0 Terms - Top
• Leader: A player listed as team leader speaks on behalf of his team in any and all affairs pertaining to his team, and takes sole responsibility in his team’s actions taken by any of his players.
•Captain: The player who is listed as captain will assume the leader’s position in his absence.
•Conference: A team’s association with the west, east, and central time zones; usually a team’s geographical location.
•Dedicated server: Any game server used for an official RGA match.
•Lag out: When a player times out of the game server due to network connectivity issues.
•Half: One of two 15 round halves.
•Division: A body of similar skill leveled teams, usually. These divisions are open, intermediate, main, and select.
•Complete Match: A match is considered complete, and labeled as such when either team wins 16 rounds.
•Overtime: A match will commence overtime in the chance of tie scores, and consists of two, five round halves.
•FW: Forfeit win.
•FL: Forfeit loss.



2.0 Team Information - Top

2.1 Rosters
Teams are required to have at least 5 players on their roster to be given a match up, and be considered an active team. Team roster additions, and removals are only allowed during the weekly roster unlocks.

2.2 Roster Unlock Period
During the period in which team rosters are unlocked, teams can add, remove, and modify team members on their RGA Open rosters. Players also will have the ability to join their teams RGA Open roster if they have not done so already. Roster unlock periods do not apply to the RGA Challenge Ladder.

2.3 Roster Lock Period
During the roster lock period teams cannot make any changes to their RGA Open roster. This includes adding, removing, or modifying members. Team members are not allowed to join their teams RGA Open roster during this time. Roster lock periods do not apply to the RGA Challenge Ladder.

2.4 Team Names and Activation
If a team name awaiting activation is found having any form of verbal insults, threats, racism, slander, or other forms of disrespect, the team will be denied activation, and notified through the RGA Message Center that the requested team activation was denied, and not in compliance with the RGA rule 2.1. The user will also be encouraged to choose a better suited team name that is in compliance with the rules of the RGA.

2.5 Team Name Changes
Team name changes are allowed at anytime as requested by the team leader through the RGA League Site, post in the RGA League Forums under League Support, or join the RGA League Support support ventrilo (Dallas14.NationVoice.com port 4223) or by posting on the official RGA forums.


2.6 Hijacked Teams
A team is marked as hijacked when less than 50% of players from the start of their first match still remains on the team’s roster. Any team experiencing extreme roster changes, and internal conflict should join the RGA Support Web Chat Channel on the RGA League Site, post in the RGA League Forums under League Support, or join the RGA League Support Ventrilo (Dallas14.nationvoice.com port 4223) to speak with a RGA League Coordinator.



3.0 Game Servers - Top

3.1 Dedicated Servers
Matches are encouraged to be played on a team’s dedicated server, and it is restricted for a match server to be hosted locally. A server must contain all of the latest updated RGA lo3 configs. It is required that the match server be running VAC, be 100 tick, and have the current version of zBlock active (If you are unaware of the current version of zBlock, or the RGA lo3 configs, be sure to check that your server is updated to the latest). Anything less than the above will be grounds for possible match overturns.

3.2 Ping Imbalance
To determine if a server is susceptible of 3.2 Ping Imbalance, a team should hold TAB to view both team’s average ping, the difference should be no more than 45. You cannot declare a ping imbalance after the initial lo3. Choke, loss, or “reg” will not be a valid reason to not play in a server. 

3.3 Server Requests
An official RGA match server may be requested for an official RGA match by contacting a RGA official through the RGA League Site, post in the RGA League Forums under League Support, or join the RGA League Support Ventrilo (Dallas14.NationVoice.com port 4223) or through the RGA League forums.


3.4 Server Crashes/Map Changes/Lo3 Restarts
If a server crashes during an official RGA match, rounds fully completed will count toward the final score. The remainder of the match will be played on a new server using the latest overtime configs. If a new server is not available by either team, you may request an official RGA match server for the remainder of the match (Dallas14.nationvoice.com port 4223). If a server crash occurs before the fourth round, the match will be restarted.

If a server happens to crash a third time, both team’s leader or players acting as team leaders in his absence are required to join the RGA League Site, post in the RGA League Forums under League Support, or join the RGA League Support Ventrilo (Dallas14.NationVoice.com port 4223) to determine a new day, and time to play the match.


3.5 Spectators
It is NOT allowed to have spectators in the server while a match has gone live except any validated RGA official.

3.6 SourceTV
SourceTV must be available, and used if requested by the opposing team. No reason is valid to refuse a sourceTV. If a sourceTV is requested, and the opposing team doesn’t have a means to apply a sourceTV, the team must either play in an official RGA match server, or play on the opposing team’s server, who has noted has sourceTV.



4.0 Game Settings - Top
The game play settings consist of any default game files used to control graphical procedures, and influence game play. It is required that each player have default game surroundings by having a clean installation of CS:S, excluding any RGA acceptable GUIs or a custom “autoexec.cfg”.

4.1 Configuration Files (CFG Files)
Players are allowed one “config.cfg”, and one “autoexec.cfg” found in their native game directory, any other CFG Files located in their cfg folder may be grounds for a match overturn, and one week suspension.

4.2 Custom Sprays
Custom sprays may be used so long as they do not show any resemblance to player models, map features, or textures. Also custom sprays may not have pornography or anything considered unsportsmanlike.

4.3 Player Models and Custom Skins
All players MUST use default skins, and models that come with a clean installation of CS:S. If a player is found using any non-default models or skins during a match, it will result in a warning, and overturn of the match.

4.4 RGA Acceptable GUIs
RGA allows the use of CAL, CEVO, and ECO GUI’s; Any other GUI used by a player during an official RGA match will be subject to suspension, and a match overturn.

4.5 RGA Anti-Cheat System
The most updated copy of the RGA League Anti-Cheat System must be used in ALL official RGA League matches which can be found in the downloads section of the RGA League site.



5.0 Match Scheduling and Forfeits - Top


5.1 Match Scheduling
Matches need to be scheduled, and completed before the deadline day, Thursday 11:59 PM in your team’s conference time zone, through each Leader’s control panel. Not scheduling, and completing a match by the deadline day could result in a double forfeit loss for both teams.

5.2 Match Scheduling after Deadline
It is NOT acceptable or allowed for teams to schedule or play a match after the dead line day, Thursday 11:59 PM in your team’s conference time zone, without the proper acceptance from a RGA League Coordinator. If teams need a match extension, they are required to contact a RGA League Coordinator 3 days before the match deadline day, Thursday 11:59 PM in your team’s conference time zone.

5.3 Match Reporting
The Leader or Captain of the winning team should report scores once a match has been completed.

5.4 False Reporting
Any team Leader or Captain deliberately reporting false match scores are subject to suspension, and match overturn at a RGA official’s discretion. If you realize you have reported a match score incorrectly, contact a RGA official in the RGA League Site, post in the RGA League Forums under League Support, or join the RGA League Support Ventrilo (Dallas14.nationvoice.com port 4223) as soon as possible.


5.5 Forfeits
Teams will be given forfeit for the following reasons:
A. Teams matches are not scheduled by the deadline day, Thursday 11:59 PM in your conference’s time zone.
B. Teams did not have the minimum of 4 players before the 15 minutes after the scheduled match time.
C. Teams do not have the minimum number of 4 players rostered, with the exception of suspensions, to play a match.

Any team with more than 3 forfeit losses will be marked inactive, and not receive match ups. 

5.6 Reporting a Forfeit Win
Teams may report a FW if the follow occur:
A. The opposing team does not have the minimum of 4 players, while your team does, 15 minutes after the scheduled match time.
B. A team never shows at the agreed upon server, on the agreed upon time, and day.

Teams reporting a FW are required to take a console status screenshot, or rcon status screenshot (depending on whose server you’re playing in), also a Scoreboard screenshot with a minimum of 4 rostered players, to take a screenshot in console type jpeg. A team reporting a match without the above screenshots will be subject to rule 5.4.

5.7 Disputes
Teams have the right to dispute a match within the first 24 hours of the scheduled match date/time. Any disputes raised after that time will be rejected unless there is overwhelming and proven evidence.
Once a team decides to dispute a match, that team's captain or co-captain has 24 hours to provide substantial evidence in which League officials will investigate further.
In order to reduce disputes created out of rage or ignorance, teams who dispute a match will be penalized if they cannot provide evidence of foul play. It is NOT the Leagues job to watch hours of demos in the hopes that something suspicious may appear.
Examples of evidence that would warrant a dispute are, but not limited to: Proof of hacking (walls, speed, aim), proof of clipping, exploiting, illegal planting, or other forms of unsportsmanlike conduct.
Also, when submitting such evidence, be sure to include the approximate time into the match in which these events occurred. 



6.0 Game Violations - Top

6.1 Cheating
Cheating is a violation of the RGA rules; any player found cheating will receive a minimum of 1 year suspension. Cheating includes any illegal server configuration, client configuration, models, skins, programs, or sound manipulation, and anything that gives a player an unfair advantage over another. Also aimbotting, wall hacking, speed hacking, bunny hop hacking, and any form thereof, is illegal, and gives a player an unfair advantage over another. RGA reserves the right to determine what is, and is NOT a cheat.

6.2 Ringing
Ringing is a violation of the RGA rules; any team allowing the play of a ringer will receive a match overturn. Also the team leader, and player posed by the ringer will be suspended. If a player will be playing a match different from their previous location of play, they are required to contact a RGA League Coordinator at least a day before the scheduled match time.

6.3 Unsportsmanlike Conduct and MM1
The use of MM1 (Message Mode 1) during a RGA match should never be used to type any forms of disrespect, direct or indirect, to the opposing team. This includes verbal insults, threats, racism, slander, profanity, banter, rude acts, and inadvertent rude acts. RGA has the right to determine what is, and is not unsportsmanlike. The dispute of unsportsmanlike conduct will never result in the reversal of rounds. Violation of this rule is subject to player, or team wide suspension. Teams are encouraged to keep MM1 chat for team leaders only during extreme situations. Team leaders are obligated to reply to the opposing team leader during such situations, this almost always will be the lag out/timeout of a player, or substitution.

6.4 Third Party Applications and Server Mods
The use of third party applications, server mods, or programs to manipulate, and influence game play is prohibited, with the exception of zBlock. Any situation found will be considered a cheating violation, and result in a match overturn, and player or team termination. Any matches illegally played will also be overturned. RGA has the right to determine what is, and isn’t, an illegal server mod/program.

6.5 Map Exploits
Any obvious advantage that allows a player to see through solid objects, or walls is illegal. For example, the crack at long a on de_dust2 that allows you to check the cars for enemies.

6.6 Slingshotting and Bunny hopping
Slingshotting is when two players begin running, and one player shoots himself off the other's head for extreme speed. This was not a plan of the original developer, and is deemed illegal. Bunny hopping is not allowed, and enforced through zBlock’s command “zb_bunnyfix 1”.

6.7 Clipping
When a player is boosted through a solid object, or anytime a player gains the advantage to see over, under, or through a solid object, or wall/walls, this includes over the sky, for instance into another bombsite. This was not the original mapmaker’s intent, and is deemed illegal.

6.8 Boosting
Boosting is deemed legal as long as a player isn’t clipping, or flash boosting.

6.9 Flash Boosting
Flash boosting is when a player is launched into the air using a flash grenade. Intentional and planned flash boosting is illegal. RGA has the right to determine whether or not a flash boost was or was not, intentional and planned.

6.10 Bomb Planting and Defusing
It is illegal to plant the bomb in a place or way that makes it impossible to reach or defuse. The bomb cannot be fully defused through items or objects.



7.0 Match Play - Top
Matches consist of 2, 15 round halves, and is considered complete when either team wins 16 rounds, overtime is to be played in the chance of tie scores.

7.1 Player Lagouts and Connectivity Issues
If either team experiences a player lagout during an official RGA match, the team leader of the player who timed out should explain to the opposing team that one of his players has lagged out and that he will be reconnecting. If the player cannot reconnect to the match within 7 minutes, they will have to wait until halftime or overtime to reconnect.

7.2 Player Substitution
In the event a player needs to be subbed, the team leader needs to MM1 to the opposing team that a player will be subbed. The substitute must enter the game after the substituted player leaves, and never should a team have 6 players on one side composed of their rostered players during an official RGA LIVE match. No pausing should ever take place during a substitution.

7.3 Quitting a LIVE Match
It is required that each match be played out in its entirety, leaving an official RGA match early is disrespectful, and unsportsmanlike, doing so could lead to player suspension. If all of the players from the opposing team leave the game server, the current and remaining rounds will be forfeited.

7.4 Minimum Players to Begin a Match
There is currently no minimum number of players required to start a match, although the full amount is recommended. However, if a team decides to start a match without the scheduled number of players, they agree to play the entire match with that number and no players will be allowed to enter the match once it is live.

7.5 Choice of Side and Server
The home team always has the choice of side during any league match, unless they choose to forfeit that right before the match starts.

7.6 Scheduled Match Time
Teams have 15 minutes after the scheduled match time to get the minimum number of required players to start a match. If a team cannot field the minimum number of players before the 15 minutes is up, it is up to the opposing team to gain a FW or continue waiting. If a team has the minimum number of players after the 15 minutes is up, the opposing team may request to begin the match, if the team refuses to lo3, and continue waiting for a fifth, they will be subject to team suspension.

7.7 Player POV demos
Each player in a match is REQUIRED to have a demo for EACH half of play, and any overtime halves as well. Match demos MUST be kept for at least 7 days after the completion of a match. Any round not recorded will be overturned to the opposing team.

7.8 Player Screenshots
Each player in a match is REQUIRED to take player screenshots during the screenshot round, prior to the beginning of the match. Each player is required to take a CLEAR screenshot of a terrorist, and counter terrorist model, and also a FULLY bloomed smoke grenade. RGA prefers that you take only THREE screenshots or less to get the required player screenshots.

7.9 Leader Screenshots
The leader of each team is REQUIRED to take a screenshot of the result of the command “status” or “rcon status” submitted into console, depending on whose game server you are playing in. Also, the leader of each team is REQUIRED to take a screenshot of the scoreboard at the end of both halves, and any overtime halves played. 7.10 Match Overtime
Overtime is to be played in the event of tie scores. Overtime consists of two, five round halves with 10,000 dollar start money. Overtime will be continued till one team wins the overtime. Overtime must be played to determine a winner.
